摘要
针对R＆D活动绩效评价中大多没有将R＆D投入作为成本看待的做法,引入经济效率概念,指出在R＆D投入绩效评价中应贯彻产出/投入分析的思想。并尝试运用数据包络分析(DEA)方法对我国30个省市的R＆D投入绩效进行测度与评价,着重分析了东、中、西部三大地区R＆D投入绩效的差异。
Aiming at the practice that the R&D input is not considered as cost in performance evaluation of R&D input activities,it introduces the concept of economic efficiency and points out the idea that output/input analysis should be carried out in R&D input performance evaluation. Furthermore,it uses DEA method to measure and evaluate the R&D input performance of 30 provinces/cities of our country,and emphatically analyzes the differences among the R&D input performance of the three areas—Eastern,Central and Western chine.
