摘要
从理论上探讨了农民基础养老金领取与子女参保"挂钩"这一做法在实践中所产生的种种问题,从缩小并明确老人应参保子女的范围、加强对新型农村养老保险的宣传力度、加快社会保险法等法律出台、发挥农村其他惠农政策的帮扶作用和强化新农保基金的安全监管等方面,提出了解决问题和完善政策规定的建议。
This article probed into the problems occurred in the practice of linking farmers’basic pension with their children’ s participation in the insurance.It also brought forward suggestions for solving the problems and improving the policies,such as,narrow and specify the range of the children who should participate in the insurance;strengthen the publicity of new rural endowment insurance;expedite the publish of relevant laws;put other rural agriculture-friendly policies into play,intensify the safety supervision of new rural social security funds and so forth.
