摘要
如何解决农民集体内人均耕地占有不公的矛盾、完善现行承包地调整制度是当前农村土地承包经营制运行过程中面临的现实难题和严峻挑战,对农村承包地调整制度的历史变迁进行阐述,追根溯源并解其规律,有助于为现行承包地调整制度的完善奠定坚实基础。
How to solve the contradiction of land owning unfairly per people in collectivity, perfect the adjustment system of contracted land are the real difficulty and serious challenge that contracted land in countryside during the operation. Elaborating the historical flux of adjustment system of contracted land in countryside, and tracking down its fountainhead and understanding its law are conducive to the perfection of current adjustment system of contracted land and establishing its basis.
