摘要
中国农业发展已进入由生产主导型传统农业向技术主导型现代农业转变的新阶段,对农业科技支撑提出了更高的要求。因此,提升农业科技创新能力具有重要战略意义。当前中国农业科技投入总量不足、投入结构不合理,农业专业技术人才匮乏、学科结构失衡,农业科技管理体制不完善、整体运行效率不高,作为受体的农民素质整体偏低、对新技术吸纳能力较差,制约了农业科技创新能力的提升。提升农业科技创新能力应加大农业科技投入,强化科技创新队伍建设,完善农业科技创新体系运作机制,注重农民科技文化素质提升。
Agricultural development of our country has come to a new stage in which our agriculture has begun to develop from traditional production-led agriculture towards modern technology-led agriculture, which sets higher demands for the capacity of our country's agricultural sci-tech innovation. Thus improving our agricultural sci-tech innovation capacity is of much strategic significance. Currently, however, promoting the capacity of our agricultural sci-tech innovation is restricted by such factors as the totally insufficient agri-tech investment, irrational investment structure, shortage of special agri-tech personnel, imbalance between agricultural disciplines, imperfection and total inefficiency of the agri-tech management system, and totally poor quality of farmers, who fail to effectively absorb new technologies as receptor. Suggestions are made in the aspects of increasing agri-tech investment, strengthening the sci-tech innovation team building, perfecting the operation mechanism of the agri-tech innovation system, and attaching much importance to improving farmers' sci-tech quality.
