摘要
文章通过对全国东、中、西部6个城市社区卫生工作的现场调研,分析了不同举办主体社区卫生服务机构服务提供情况。研究显示,各类机构在健全社区卫生服务网络方面均起到积极作用;与公立医疗机构举办、国有企事业单位举办及个人办机构相比,政府直接举办的社区卫生服务机构具有优越性;国有企事业单位举办机构在服务提供及获取财政支持方面处境比较尴尬;民营社区卫生服务机构,由于其经营目的及运行负担压力,服务提供条件较差。
We conducted field survey on community health services （CHS） in 6 pilot cities of east,middle and west China,analyzed the service delivery conditions of CHS institutions run by different ownerships.The study showed that all the institutions had played active roles in perfecting CHS network; the CHS institutions owned directly by the government had advantage in service delivery; enterprise owned institutions were facing up with embarrassment in service delivery and access to financial support; and private owned institutions had poorer condition in service delivery because of their running purpose and pressure in operation.
