摘要
南昌市公安局筷子巷派出所在社区警务建设的经验有:第一,推行"四个创新",即创新勤务工作模式,推进警务实战化;创新路面巡防机制,坚持警力跟着警情走;创新考核奖惩机制,实现警务工作高效化;创新《邱娥国工作方法》,推进基础工作信息化。第二,扣住基础工作,实行"三个强化",即强化社区警务建设、人口管理和防范工作。第三,拓展为民的思想内涵,采取"三项服务",即推行亲情化服务、公开化服务和效能化服务。筷子巷派出所对社区警务的启示是,要创建积极的职业价值观、信息警务应成为引领警务改革的引擎以及社区警务有重要的警政民主作用,以实现"发案少,秩序好,社会稳定,群众满意"这一社区警务的目标。当然,在解决社区民警职业发展瓶颈问题上,公安机关还需要强化服务性指标的考核、建立专业化评价机制,并理顺社区民警的职业发展通道。

Second, Withhold basic work,the implementation oF＇three enhanced＂,that is, strengthening community policing development, population management and prevention work.Third：Ideological content development for the people to take ＂three services＂, that the implementation of family services, public services and effectiveness of services.Chopsticks Lane police station Community Policing Revelation is to create a positive professional values,the information led the police should be the engine of police reform and community policing has an important role in democratic policing in order to achieve the community police service objective of ＂low incidence,good order, social stability,mass satisfaction.Of coarse,the community police in solving the bottleneck problem of career development,public security authorities also need to strengthen the services index assessment,the establishment of professional evaluation mechanisms, and straighten out the career develooment of eommunitv-nolice channels.
