The Inclusive oriented economic development pattern is the main feature of economic and society operation in Tibet, and this development pattern is based on the logic of ＂social exclusion＂ aud ＂social inclusion＂ . In order to eliminate the trend of economic and social marginalization of Tibet and most Tibetans, which is due to spontaneous operation of market mechanism, the government has intervened powerfully. ＂Aid-Tibet across China＂ is an important manifestation of the national action. The performance of ＂Aid-Tibet across China＂ is obvious, it has promoted the Great-leap-forward development in Tibet strongly, so this mode will go on.
