摘要
从西藏农业经济发展的实际出发,把物质资本、劳动力、人力资本、中央政策、社会稳定等因素纳入计量分析模型,对影响西藏农业经济增长的因素进行实证分析。西藏农业基本建设投资总量严重不足、投资方向与农业发展要求不适应、投资不配套可能是造成统计上不显著负相关的原因;财政支农生产性支出对第一产业地区总产值在统计上显著并呈正相关;“西藏工作座谈会”对农业生产的一系列部署是有成效的;稳定虚拟变量与农业产值或农业GDP在统计上没有显著关系,表明农业生产较少受到外界环境变化的影响。
The factors which affect Tibetan agricultural economy growth are of great research value. This article embarks from the Tibetan agricultural economic development reality, takes such factors as material capital, labor force, human capital, the policies from the central government, and social stability into the consideration of the analytical model, and gives empirical studies on the factors above. The authors believe that the reasons of unremarkable relevance in statistics possibly originate from following elements., the total investment of Tibetan agriculture is seriously insufficient, the investment direction is unsuitable to the requisition of agricultural development, and investment is not serialized. However, financial support about agricultural production disbursement to total output value of primary industry area is remarkably relevant in statistics. A series of policies toward agricultural production made in ＂ the Work Forum on Tibet＂ （WFT） have been proved effective. The stabilized hypothesized variables have not remarkably related to agricultural output value or its GDP level in statistics, which indicates that external environment does little effect on agricultural production. Based on this discovery, the writers put forward corresponding policy proposals.
