摘要
教育公益性是指教育活动作为一项公益事业应具有的特性,表现为教育收益的公共性、办学主体的国家性、教育活动的非营利性、价值目标的公平性等;从知识、法理、经济、政策等角度来看,教育公益性历来是教育的根本属性;在现代,学有所教的目标是保障教育公益性的战略决策,是描绘教育公益性的时代图景,是实现教育公益性的行动指南,它使教育公益性从理念走向实践。
Public welfare property refers to the features possessed by education viewed as a public good-oriented activity,including the public benefit of educaitonal effects,state-ownership of educational institutions,the non-profit-orientation of educational activities and the fairness of value objectives.Viewed from the perspective of knowledge,jurisprudence,economy,policy etc.,public welfare orientation has always been the basic property of education.In today's world,universal accessibility to edcation is a strategic decision which will gurantee the public welfare of edcation,paint a contemporary picture of a public welfare-oriented education age,serve as a guiding principle for materializing public welfare education,thus transforming public welfare-oriented education from an idea into reality.
