摘要
在中国经济30年来的高速发展历程中,旧有增长模式下的劳动大军(尤其是农民工)居功至伟。但如我们这组专题所言,其代价是沉重的,也是难以持续的。更为关键的是,不管是否情愿,劳资关系的变化,已经不可避免地拉开了序幕。阵痛是难免的,但对于整个社会的长远发展来说这不是坏事。所谓"生于忧患而死于安乐",中国不可能永远躺在原来的成就下睡大觉。人类不断的进步,世界永恒的发展,各国持续的竞争,都会推动产业的升级和转移。正如此前发达国家劳资关系的变化在推进产业升级的同时,促使制造业向"亚洲四小龙"和中国转移一样,当下中国劳资关系行将逐渐展现的新格局既是大挑战,也孕育着大机遇,关键在于以正确的心态和正确的应对方式。人文关怀,社会稳定,经济利益……不管从哪个角度讲,是采取措施积极应对的时候了。
A Shenzhen-based think tank mapped out the appalling income gap between China's migrant workers and permanent residents in urban areas. Not only do migrants earn up to 60 percent less, but their access to social benefits and public services is inadequate.The results underscore the need for sharing the wealth of China's growth, which was fueled by cheap labor, and respect rising demands for rights and selfexpression among workers. Moreover, businesses can benefit from improved productivity when self-motivation replaces rigid rules and long hours. Genuine trade unions can act as buffers between workers and factory owners. Hometown indigenous communities and kinship connections provide another buttress for migrant workers in unfamiliar cities. Overall, Chinas labor-related regulations and laws give governments and courts too much clout, overlooking the value of effective negotiations between workers and employers.
