摘要
面对我国劳动力市场分割及劳动力市场过度灵活和过度安全并存所带来的劳动力市场僵化的问题,通过对西方国家劳动力市场灵活化改革经验的借鉴,我国应选择劳动力市场边缘灵活化的政策。一方面适度发展灵活就业并加大对劳动者的失业保护,另一方面在合理维护内部劳动力市场就业保护政策的基础上,逐步进行劳动力市场边缘灵活化向核心化发展,实现内外部劳动力市场的统一,打破劳动力合理流动的壁垒,实现劳动力市场灵活与安全的平衡。
The China' s labor market facing the rigidities problem caused by market segmentation and the compatibility of excessive flexibility and excessive security. Based on the reforming experience of building more flexible labor market in the western countries, the government should take the policy aiming at making the marginal part of labor market become more flexible. On one hand, flexible employment should be developed moderately and unemployment protection must be increased. On the other hand, the government should put more emphasis step by step on vivifying the core of labor market instead of the marginal part of it under the precondition of reasonably maintaining the employment protecting policy in the internal labor market, in order to unify the internal and external labor market, break the barriers of the rational flow of labor force and achieve the balance of flexibility and security of labor market.
