摘要
本文主要从职能、业务和数据三个层面对政府业务梳理流程展开系统研究,同时,根据管理制度创新、社会公共需求、行政能力提升和电子政务应用的要求,探讨业务梳理结果的逻辑转换方法。本文提出的理论和方法在中央和地方政府管理实践中已得到应用或验证。
This paper mainly studies the government business process rearrangement from three aspects of functions, business, and data. Also, according to the application requirement of management system innovation, social public needs, administrative capacity improvement, and electronic government, it discusses the method of logic conversion of business rearrangement resuits. The theory and method above - mentioned have been applied to or confirmed in the management practice of central and regional governments.
