摘要
保持和增进各服务主体与要素间的协同性,是解决公共信息服务内部摩擦与冲突的基本方法。文章提出了"协同式公共信息服务"的概念,解释了其主体多元性、子系统协作性与子系统动态性三个核心内涵,提出了以"沟通-协调-合作-协同"为主线的目标框架,并从制度安排、平台构建与测评三个方面给出了协同式公共信息服务的组织与运行规程。
Maintaining and enhancing synergy between each service principal and elements is the basicapproach to solve the internal dissipation and conflict in public information services. This article proposesa synergized public information service concept, explains three core connotations which are multi-sub-ject, subset of a collaborative and overall dynamics, and put forward a target framework, focusing on thedevelopment of"communication–coordination–cooperation–synergy". It also shows the synergetic in-formation service organization and operating standards from three aspects of the institutional arrange-ments, platform structures and evaluation.
