摘要
本文旨在建立以网格技术为基础的动态水权转换的信息监测管理平台。结合水权水市场的基本制度、网格技术及网络管理的基本原理,通过信息化建设的框架结构分析、层次分析和任务分析,利用丰富的管理平台开发语言,构建了管理平台系统的门户建设和调度中心建设思想,实现了平台的信息调度管理和用户管理等核心功能。动态水权转换管理平台的建设,有效地解决了水权信息的共享问题和闲置资源实时性分配和利用问题,为实现我国水权水市场信息化管理提供了平台基础。
For achieving the management and monitor platform of dynamic water right based on grid technology,according to the basic principle of water rights,water market and the grid technology and managtment,through the framework structure analysis,hierarchical analysis and task analysis of the information construction,using the rich program language,the article established the management platform and adjusting center and realizd the main functions of platforms such as information management and user management.The construction of dynamic water rights manggement platform can effectively solve the water rights information sharing and idle resources allocation and utilization in real-time and provide a platform base for realizing informationization management of water right and water market.
