摘要
贫困地区乡镇公务员处于整个公务员队伍的最底层,向下植根于人民,向上联系更高一级的政府,"决策少、执行多"。一些乡镇公务员工作心态消极,影响了政府公信力的提升以及公共政策的有效执行。实践中,应加大对贫困地区乡镇公务员的财政支持力度,实施针对不同贫困地区乡镇公务员的个性化培训,不断引入对乡镇公务员功绩的民主考核机制,强化其民众意识、公仆观念。
The passive work. mindset of some civil servants in townships has affected enhancing the people's trust in the government and implementing public policies. So,efforts must be made to increase government spending on township civil servants,give them individuated training, introduce the system for democratic examination of their performances, enhance their awareness of the public and strengthen their public servant sense.
