摘要
加快农村人力资源开发,提高农村人力资源素质,是解决"三农"问题的根本.陕西农村人力资源总量大,但整体素质较低,是历史、制度、观念等因素共同作用的结果.应改变观念,发挥政府主体作用,在农村义务教育阶段渗透职业教育的内容,大力加快陕西农村人力资源开发.
The basic solution to ＂three rural＂ questions is to develop the rural manpower resources and improve the qualities of labour force. Shaanxi has plenty of manpower resources, but the entire quality is relatively low, which is caused by the combined action of history, systems and perceptions. We should change our minds and give the rein to government. And the vocational education should be included in the compulsory education stage so as to quicken the developing of rural manpower resources in Shaanxi.
