论教育决策的内生性品格及其提升 被引量:3

On the Endogenous Characters of Educational Policy Decision-Making and How to Promote It

摘要 我国教育决策总体来说是一种"政府推进型",体现出强制性制度变迁的特征,致使教育决策的过程和结果都存在着诸多问题。教育政策是教育改革与发展的一种外在制度,其合法性和合理性来源于对作为内在制度的教育规律和决策规律的尊重和遵循。为了提高这种内生性品格,我国教育决策应该完善教育政策的决策体制、确立合理的教育决策价值取向、建立教育政策问题的预警机制和政策议程、优化教育政策议案的裁定规则、注重政策预期分析和政策实验。 The educational policy decision-making in China is generally a kind of 'the impetus by government' and has the characteristics of compulsory system,which has caused many problems in the process and result of education policy decision-making.Educational policy is one kind of external system in educational reform and development.Its validity and rationality originate from the respect and following of the education laws and decision-making as intrinsic system.In order to enhance this kind of endogenous character,our country should consummate the system of educational policy decision-making,establish reasonable value orientation of educational policy decision-making,set up early warning mechanism and agenda of educational policy issues,advance bill rules of educational policy decision-making,and pay great attention to anticipated analysis and experiment of educational policy.
