摘要
2005年甘肃省农民用水协会成立运行以来,西北落后地区的农业灌溉现状不断改善,农民参与社会生活的意识和能力得到了提高,社会、经济、生态效益非常明显。但是各个农民用水协会的运行绩效差异较大,运行效果不一。通过因子分析从6个影响因素方面体现协会的运行绩效,并对甘肃省30个农民用水协会进行排名,进一步分析运行绩效差异的原因,提出相应的改善对策,以期为甘肃省农民用水协会的持续、健康发展提供理论和实践上的依据。
From 2005 to 2007,the Water User Associations in Gansu Province had made great social,economical and ecological achievements. The associations＇ work improved the situation of agricultural irrigation as well as people＇s democratic consciousness. However, there are great differences in their operation performances. Based on Factor Analysis, the operating performances of the 30 associations are graded to reflect their differences. Subsequently, with a view to provide theoretical and practical basis for WUA＇s sustained and healthy development, the reasons which cause these diversities have been analyzed and the corresponding countermeasures have been put forward.
