摘要
本文利用粮食主产区的调研资料,分析了当前小型农田水利设施的现状、存在问题及产生的原因,明确了小型农田水利建设的受益主体和投资主体,并进一步分析了县乡政府、村委会和农户的投入意愿及其影响因素,并提出了相应的对策建议。
By using the investigation data from the key grain-producing areas, his paper analyzes the current status of the small-scale irrigation and water conservancy facilities, the existing problems and its causes. It clearly points out the main beneficiaries and investment entities of the small-scale irrigation and water conservancy projects. Then it further analyzes the willingness of investment for county and township governments, the village committees and the farmers and its influencing factors. And it also gives some corresponding countermeasures
