公路建设项目占地成本及计量方法研究

摘要 随着我国公路建设的快速发展,越来越多的农村集体土地被迫更改用途,其中不乏优等耕地,使得我国农用土地面积不断减少,引发一系列关于占地成本计量不合理的舆论谴责。在分析并评价现有公路建设项目占地成本计量方法的基础上,结合公路建设项目占地特性,引入占地隐性成本概念,用以衡量占地产生的巨大的机会成本,弥补了长期以来无法较为准确计量占地机会成本的空缺,从而进一步充实和完善了我国占地成本核算体系,也为新建或扩建公路建设项目前期可行性研究提供了新的思路。同时,本研究也为公路建设项目占地补偿提供新的思路与计量方法。 With the rapid development of the highway construction in China, more and more agricultural lands are converted to other uses. The lands quantities are steady declining in China and it triggers a series public censure about the unreasonable measures of the occupied lands cost. On the basis of the analysis and evaluation of the existing measurement methods of the occupied lands cost for highway construction projects, because the current measurement methods and models lay the greater emphasis on the narrow area of loss of value, while there are the lack of effective attention to generalized loss of value, an area of highway construction projects is covered by analyzing the characteristics and conditions, the hidden cost is introduced to measure the opportunity cost . So the cost accounting system is not only enriched and improved, a new way of thinking for the pre-feasihility study of new or expanded highway construction project is but also provided. At the same time, this study also provides a new idea for the lands compensation occupied by highway construction projects.
