摘要
文章在分析中国装备制造业技术研发效率影响因素的基础上,利用随机前沿生产函数对装备制造业的研发效率进行了实证研究。实证结果表明企业规模、产业结构、政府政策和企业研发经费支出结构是影响装备制造业研发效率的主要因素。根据影响研发效率的因素,提出两方面政策建议:政府应该通过改变企业研发经费支出结构、保护研发成果、构建基础性和通用性技术平台来提高装备制造业的研发效率;企业本身应调整研发经费支出策略,并通过与相关科研单位、上下游企业的技术合作来提高研发效率。
Based on analysis of influence factors of EMI R&D efficiency of China, the paper made an empirical research on R&D efficiency EMI by Stochastic Frontier Production. The result indicates that corporation scale, industrial structure, policy and R&D expenses structure are the effect factors of EMI. In the end, the paper proposes suggestions for government and corporation respectively. The government should change the R&D expenses structure, protect R&D harvest, build basal and all - purpose technical flat roof to improve the R&D efficiency of EMI. The corporation should change R&D expenses strategy, and build the alliance between scientific units and other interrelated corporation.
