中国西部能源产业技术溢出效应的比较研究 被引量:9

A Comparative Study on Technology Spillover Effects of Energy Industries in Western China:Empirical Tests of the 'Resource Curse' Theory Based on the Jaffe Method

摘要 西部地区是我国的能源富集省份,也是我国经济欠发达地区。本文选择我国西部煤、石油和天然气等产业为研究样本,对我国西部能源产业的技术溢出效应进行了比较分析,并且对其技术溢出效应是否提高制造业的生产率进行了实证检验。研究结果表明:①我国西部石油天然气产业和煤炭产业虽然都对关联制造业产生了技术溢出效应,但是石油天然气产业对关联制造业产生的技术溢出效应是煤炭产业的5倍;②我国西部石油天然气产业和煤炭产业的技术溢出效应对制造业全要素生产率的影响是不同的,石油天然气产业的影响是正的,煤炭产业的影响是负的;③能源产业的繁荣不可避免的对制造业的资本、劳动以及科技的投入产生挤出效应,但是能源产业产生的技术溢出效应也会带来制造业全要素生产率的提升。因此,只要能源产业对制造业正面的技术溢出效应超过负面的"挤出"效应,能源富集地区的"资源诅咒"陷阱还是可以规避的。 Western China is not only a resource-rich region, but also an economically underdeveloped area. In the present work, the authors performed a comparative analysis on the technology spillover effect of the energy industry of coal, oil and gas industries over the western regions of China. Primary findings are given as follows. First, the oil and gas industry as well as the coal industry of China's western regions showed a positive technology spillover effect on manufacturing industry, but the oil and gas industry technology spillover effect exhibited five times as the coal industry. Second, the technology spillover effects on the total factor productivity of the manufacturing industry were found to be varied with different types of industries, showing a positive effect on the oil and gas industry and a negative effect on the coal industry. Third, prosperity of the energy industry can inevitably result in a crowding-out effect on capital, labor and technology inputs of the manufacturing industry, but the energy industry will also generate technology spillover effects which can improve the total factor productivity of the manufacturing industry. As long as the positive spillover effect is more than the negative crowd-out effect, the 'resource curse' trap of the energy-rich region can be avoided. If we want to reverse the reciprocal relationship between energy development and economic development in the western regions of China, effective measures and actions need to be taken to give full play to the energy industry and technology spillover effects. First of all, the government should emancipate energy industries in the resource-rich western region, actively support the development of downstream processing industries and effectively improve the energy industry production chain. Second, we must speed up the construction of the Regional Innovation Platform in energy industries in resource-rich western regions. Third, scientific research should be strengthened for China's large-scale and resource-based enterprises
