摘要
公众参与是公共服务发展的必然趋势,公众参与能力的高低对公共服务效能影响重大。本文针对公共服务中公众参与能力存在的问题,探讨通过树立服务与责任意识、提高专业技能、扩大知情权、顺畅参与渠道、建立激励机制、健全反馈评价机制、培育公民社会等有效途径来促进公共服务整体发展。
The public participation is an inevitable trend in the development of public service. The level of capacity of public participa- tion takes a significant impact on the effectiveness of public services. As to the problem which exists in public participation, we can promote public service in a whole through the following effective channels： establishing the sense of service and re- sponsibility, improving their professional skills and expanding their rights of knows, smoothing channels of participation, es- tablishing incentive mechanism and improving the feedback evaluation mechanisms, and fostering civil society etc.
