摘要 语言政策指国家通过立法或者政府调节手段用来鼓励或阻拦使用某一语言或某些语言,语言规划是政府或社会团体为了解决语言在社会交际中出现的问题,有目的、有计划、有组织地对语言文字及其使用进行干预与管理,使语言文字更好地为社会服务。语言政策有宽/紧之别,宽松的语言政策有利于保护语言的多样性,而严紧的政策可能危及少数民族语言的生存。本文对法国的语言政策发展轨迹进行系统的阐述,分析其政策变迁的原因及效果,为我国的语言政策及规划寻找启示。法国严紧语言政策为法国的民族统一做出了重要贡献,但是导致部分民族语言处于濒危境地。当前,法国一方面试图抵御英语的冲击,另一方面采用相对宽松的政策保护其遗产语言。 Language policy is designed by a state or government to favor or discourage the use of a particular language or some languages through legislation or administrative regulations while language planning refers to deliberate, planned, and organized efforts made by the government or social groups to intervene in or manage the use of language in order to solve problems arising from the language in question in social communication for better social service. Language policies can be thick or thin. The former may turn minority languages into endangered ones while the latter can contribute to the maintenance of linguistic diversi- ty. This paper is a systematic account of the developmental path of France' s language policies, offering an explanatory analysis of policy changes and seeking implications for China' s language policy and language planning. Although the thick language policies in France contribute greatly to its national unity, they have endangered some minority languages. The shifting policies in France are efforts to counter the influence of English on the one hand and to protect endangered heritage languages on the other hand.
