摘要
高等教育事业的发展使得高校承担的科研项目所筹措的科研经费成为学校资金的重要组成部分,而科研到款也成为衡量高校竞争力的重要指标。为确保科研项目实现经济效益和社会效益的最优化,文章以项目管理理论为背景依托,对高校科研项目管理的组织结构和全过程进行透析,从组织结构管理职能角度和项目全成本核算出发,对科研项目经费控制提出了一些可行的建议。
The development of higher education has made the scientific research fund, needed for the research projects undertaken by colleges and universities, an important part of the school resources and the availability of research fund has become an important index to evaluate the competitiveness of the colleges and universities. In order to ensure the optimization of the economic and social benefit brought about by the research project, this article, relying on the theories of project management, thoroughly analyzes the organizational structure and whole process of managing research projects in the colleges and universities. It also made some practical suggestions on how to control the fund used for scientific research projects from the prospective of management function of the organization structure and total cost accounting.
