摘要
文章分析了基本医疗卫生制度框架下农村医疗服务体系的建设目标以及当前农村各级医疗机构的医疗服务功能与农村居民医疗服务需求之间的矛盾,指出影响农村医疗服务合理分流的主要原因是基层医疗机构的服务能力不足,而制约能力的核心问题是人才问题,由此提出为了促进医疗服务合理分流,应以基本医疗卫生制度框架下的机构功能要求为导向,通过体系建设、功能建设和能力建设等措施提高农村基层医疗机构的服务能力。
By analyzing the object of medical service system construction in rural area under the framework of basic medical service system, and the contradiction between service function of basic medical institution and medical service demand of rural residents, the article considered that the main reason which effects medical services distribution is the insufficiency of service ability of basic medical institutions, and the core problem is talents. The article proposed that in order to promote medical services distribution, the basic medical service system should be built through system construction, function construction and ability construction.
