摘要
系统论认为,系统由多个子系统,多个元素组成,各子系统之间,各元素之间相互联系,相互补充。当各子系统良好运行并符合各子系统之间的相互联结的规则时,系统处于正常的状态,并且能够发挥整体性作用。系统整体的功能大于各部分相加之和。我们认为,在构建养老服务体系时,要用系统论的观点去架构和实践。只有当服务养老的政府、企业、社区和第三部门各个子系统都发挥出各自的功能,并加强各子系统之间的联系,我国的养老服务才能够真正满足老年人需求,解决老龄化问题。
The System theory believed that system was composed by many sub - systems and many ele- ments which connect and supplement mutually. When various subsystems move well and conform to mu- tual joint rule, the system is in the normal condition and could play as an integrity role whose function is bigger than sum of the various parts. We believed that when constructing services system for elderly peo- ple, we can use the system theory to construct and practice. When the government, the enterprise, the community and third department can display their respective functions, and can strengthen the relations between various subsystems, our country＇ s services for elderly people can meet the needs of the elderly people truly and solve the aging problem.
