摘要
目的探索医药分开的科学方案,缓解群众看病难看病贵问题。方法通过媒体、网络等信息渠道,回顾药品问题的表现和成因,剖析全国各地实践模式利弊,总结医药分开的做法和经验。结果各地正在尝试药房托管、政府组织招标采购并配送、政府举办、收支两条线预算管理等4种模式,全面预付、"通用名处方+处方自由外配"模式则在理论探讨之中。结论只要医药分开模式科学合理,并在合适地区试点的基础之上逐步推进,能够在一定程度上缓解看病贵。
Objective To probe into the scientific methods to relieve the difficulties and high cost of medical care for the general public by means of separating clinic from pharmacy.Methods The manifestations and causes of medicines problem were retrospectively analyzed by using means of media and internet.The pros and cons of the trial modes all around the country were expounded so as to summarize the successful practices and experiences in separating clinic from pharmacy.Results The four modes of drugstores trusteeship,bids purchasing and dispatching organized by government,held by government,and budget control of separation between income and expenses,had been practiced all around the country.The modes of payment in advance and general prescription plus purchasing outside of clinic had been theoretically studied.Conclusion The high cost of medical care for the general public can be relieved to some extent,provided that the reasonable and scientific separation of clinic from pharmacy can,on the basis of suitable trials,be introduced gradually.
