摘要
转型时期频繁发生的各种突发事件考量着我国突发事件应急机制的弹性能力。非政府组织在突发事件的预防和准备,管理和反应,恢复和重建过程中发挥了重要作用,但也存在应急经验缺乏,内外部监督缺失,组织间的协作缺失,与政府公众互信缺失等不足之处。解决这些问题需要不断提高专业素质,积累危机处理经验,建立和完善内部监督机制,非政府组织间沟通协调机制,非政府组织和政府及公民间的良性互动机制。
The frequent occurrences of all kinds of unexpected events test the public emergency response mechanism in our country and non-governmental organizations （NGO） play a significant role in public emergency＇s prevention and preparation, management and response, rehabilitation and recon- struction process. This article points out that the shortcomings such as lack of professional quality, lack of internal and external oversight, lack of inter-organizational collaboration, lack of trust between organizations and the government, etc. And provides related measures to open a new way for NGO＇s theoretical research. What＇s more, this also can do some help in the development and improvement of public emergency response mechanism.
