摘要
从高新技术政策文本的视角,对中国30年来高新技术政策的整个发展历程进行实证分析,并将其划分为5个时期,即恢复与探索期、启动与发展期、应用与成熟期、转型与法制期、跨越与创新期,最后对高新技术政策进行了简要的总结与评述。
This paper does an empirical analysis on the development of High-Tech Policies from 1978 to 2008 in China based on High-Tech Policy texts, and the development process of High-Tech Policy are divided into five stages as the restoration and exploration period, the start-up and development periods, the application and maturity period： the transition and rule of law period, the leap-forward and innovation period. Finally, this paper briefly reviews the current High-Tech Policy.
