摘要
土地承包经营权流转在稳定和完善家庭承包制、发展现代农业、规模农业等方面发挥了巨大作用。十七届三中全会提出建立健全土地承包经营权流转市场。作为流转形式之一的土地股份合作制兼有股份制和合作制的优势,实现了农地利用效率目标和集体福利目标的统一,在农地流转中显现出较好的绩效作用。文章以江苏省如皋市土地股份合作制为例,分析了股份合作制中的制约因素与解决办法,以求更好地推广这一制度,实施好农地流转。
Rural land rental system has played a huge role in the stability and improvement of the household contract responsibility system, the development of modern agriculture. Third Plenum （Plenary Session） of the 17th Communist Party of China Central Committee proposed to establish a sound land rental market. As one of the transfer of land, the land-stock cooperative system has the advantages of both joint-stock cooperative system and the collective system. It achieves the agricultural land use efficiency goals and objectives of the u- nified collective well-being. While it shows better performance role. So this paper takes Rugao land-stock cooperative system from Nantong area as a typical case to explore joint-stock cooperative system of constraints and solutions in order to better promote the system to achieve good circulation of agricultural land.
