摘要
“粮食安全”概念在中共中央“十五”计划的《建议》中首次出现。将我国粮食安全问题置于世界粮食安全的视野和我国改革开放的背景下作宏观考察 ,我们看到 :我国具有较高的粮食安全水平 ,但粮食安全的前景不容乐观 ,我国未来的粮食安全发展战略 ,应是兼顾安全目标和效率目标 ,以效率目标为主。
It is in the 'Proposal' of the Tenth Five-Year Plan of the Party that the concept ' Grain Security' first appeared in the documents of the Party and the government. While considering the grain security problem of our country in a macroscopical way, ie taking into account the world grain security problem and the situation in China where the reform and opening to the outside world policy is being carried out, we noticed that China enjoys a higher level of grain security. Nevertheless, the prospect is not beyond worry. As far as the development strategy of the grain security in China in the future is concerned, attention should be given to both security and efficiency, with the latter having the priority.
