摘要
近年来,湖南高速公路建设快速推进,初步形成了以省会长沙为中心的高速公路交通网,但高速公路建设却对湿地等生态环境的质量造成了严重的冲击。从生态补偿机制的基本原则入手,以美国和荷兰的补偿制度为例,讨论其施行的背景、政策、方法及演进的过程,考察湖南高速公路建设中实施生态补偿制度的必要性及符合实际的补偿制度,以恢复和改善湖南生态环境的质量。
In recent years, the rapid advance of expressway construction in Hunan has formed the expressway transport network taking the provincial capital Changsha as the centre progressively. Meanwhile, the expressway construction has brought serious impacts to the quality of ecological environments, such as wetlands, etc... The paper begins with the fundamental principles of the ecological compensation system, followed by the mitigation measures developed in the United States and Netherlands, including the background, policies, methods and the course of history. Then the paper investigates the necessity of the ecological compensation mechanism being raised in Hunan, and then proposes a framework of the system that is feasible for Hunan' s situation.
