摘要
矿山环境补偿机制通过矿山领域的生态补偿行为,以解决日益严重的矿山环境问题为目标,采用相应的经济、行政等手段,使环境毁损责任主体负担环境成本,并对保护、治理改善环境的行为进行补偿,是涉及市场手段、法律、行政管理等多方面的综合制度安排。建立矿山环境补偿机制并逐步实施,必将产生巨大的社会效益、经济效益和环境效益。文章分析了我国矿山环境保护与治理面临的形势,总结了国内外生态补偿研究状况:探讨了完善我国矿山环境补偿机制的思路,指出建立矿山环境补偿机制的难点;并对完善我国矿山环境补偿机制提出了五个方面的对策建议。
The paper points out that establishing and gradually im- plementing a mechanism for mine environmental compensation will have an enormous social,economic and environmental benefits. The paper analyses the situation which is faced with China's mine environmental protection and improvement,summarizes the re- search situation of ecological compensation both at home and a- broad,improves the idea of mine environmental compensation mechanism,as well as points out the difficult point.Finally,Some policy proposals are also offered.
