摘要
地方政府工作绩效评价指标具有反映地方政府工作状态、监测地方政府工作过程、预测和计划地方政府工作发展、评价地方政府工作绩效等功能。构建地方政府工作绩效评价指标体系,是地方政府工作绩效评价的一个难点和焦点。民意调查与部门绩效考核之间的关系是一个新的研究领域,而民生调查则是民意调查的重要内容之一。当前,构建以"民生"为核心的评估指标体系正逐渐成为我国各级地方政府绩效评估改进的工作重点。本研究将参照政府绩效评估与管理、民意调查最新研究成果以及其他城市、城区成功经验,在完善相关理论体系的基础上,初步建立民生调查与部门考核模型,并将此模型运用于对建邺区相关部门绩效考核之中。
Local Government performance evaluating indicator has the function of reflecting the Local Government's working condition, monitoring the Local Government's working process, forecasting and programing the Local Government's working development and evaluating the Local Government's performance. Building Local Government performance evaluating indicator is a difficult and central point of evaluating the Local Government's performance. The relationship bwtween galluo and department performance evaluating is a new study area, while the survy about people's livelihood is one of the gaUuo priorities. At present, building a people's livelihood - centred evaluating indicator is becoming a working keystone to improve the local government performance evaluation in China. This research will preliminaryly setup model of people's livelihood survey and department evaluation, with newest research achievement of government's performance evaluating and administration, and the successful experience of other cities and districts as references, and will also use this model in the evaluation of departments performance in Jian Ye District.
