摘要
引人迈克尔·波特教授的国家竞争优势理论中有关生产要素的论述，分析了北京花卉业生产要素的构成和竞争力状况。指出北京花卉业生产要素由高级要素和初级要素两部分组成，北京花卉业不但在科技、人才、基础设施等高级生产要素上具有明显竞争优势，而在土地、气候、资金等初级要素方面也存在一定的竞争优势，而其某些初级要素的不足可以通过培育高级生产要素来加以弥补。今后，北京要进一步加快高级生产要素的培育，以进一步巩固和提高花卉产业的竞争力。
The article first introduces the discussion on the production factors in the theory of national competitive advantage put forward by Professor Michael Porter, and then analyzes the composition and competitive power of production factors of Beijing flower industry. It points out that the flower industry in Beijing Consists of two parts by senior elements and primary elements, of production factors, which not only has clear competitive advantages in high-level production elements such as science and technology, human resources, infrastructure and so on, but also exits a certain competitive advantage on the primary elements e.g. land, climate, capital, and some of its shortcomings of the primary elements can be remedied by cultivating high-level elements. From now on, Beijing should accelerate the cultivation of high-level production factors in order to further consolidate and enhance the competitiveness of the flower industry.
