摘要
2009年4月，中共中央、国务院发布《关于深化医药卫生体制改革的意见》和《医药卫生体制改革近期重点实施方案（2009年-2011年）》，全面启动了全国深化医药卫生体制改革工作。2009年7月24习，江苏省委、省政府印发《关于深化医药卫生体制改革的实施意见》，对全省医药卫生体制改革进行部署。在此基础上，无锡市委、市政府于2009年12月9日出台了《中共无锡市委无锡市人民政府关于深化医药卫生体制改革的实施意见》，全面启动新一轮医改工作。本文重点就无锡市新一轮医改的总体思路、目标任务、改革重点、实施步骤和保障措施等做了全面解读。
In April 2009, the Central Committee of the Communist Party and the State Council made public the documents of ＂Opinions on Deepening Reforms in Medical and Healthcare Systems＂, and ＂Implementation Plan on Focuses in Near Future for Reforms in Medical and Healthcare Systems （2009- 2011）＂. These papers officially embarked on the deepening of such reforms nationwide. On July 24, 2009, the Provincial Party Committee and Provincial Government issued the document ＂Opinions on Implementation of Deepened Reforms in Medical and Healthcare Systems＂, making deployment instructions on such reforms in the province. On this basis, the Party Committee and Municipal Government of Wuxi released on December 9, the ＂Opinions on Implementation of Deepened Reforms in Medical and Healthcare Systems by the Party Committee and Municipal Government of Wuxi＂, officially initiating a new round of the health reform. This paper highlights the general concepts, targets and tasks, reform focuses, implementation steps, and assurance measures in Wuxi.
