摘要
我国已进入风险社会,食品安全监管面临新的挑战,为此应以重树行政公信力为核心改进食品安全监管机制,具体包括:实施程序公开,信息公开,增加透明度,充分保障公众的广泛、深度的参与;风险评估与风险管理分离,保持评估的独立性、先进性、民主性;注重问责制度的程序设计等。
China has entered a risk society, risk characteristics of the society itself makes the food safety supervision will face new challenges. Thus, the establishment of executive credibility as the core to improve food safety regulatory mechanism should be concerned, specifically including: the openness of the implementation process, information disclosure, increased transparency, to fully protect the public extensive, in-depth participation; separation of risk assessment and risk management to maintain the independence of the assessment, advanced, democratic; focus on procedures for the accountability system design.
