摘要
随着我国农村社会进入老龄化,社会养老保障制度的建立势在必行。根据不同年龄阶段农民面临养老风险的不同,建立以年龄为主要缴费依据的养老保险方案是比较现实的选择。但是,与此同时,也应适当考虑年龄影响下农民职业分化造成的养老承担能力以及养老观念和需求的多样化。只有在综合以上因素的基础上,才能真正建立起兼具公平与效率的农村社会养老保障制度。
With the coming of aging in rural China, it is imperative to set up the aged security system. According to the different risk faeed by farmers in the different stages of age, the aged security system based on the age is the realistic option. At the same time, different affordability of pension and diversification of concepts and needs of the farmers with different occupation under the influence of age to the endowment should be considered. Only in combination with the above factors can the rural aged security system of both fairness and efficiency in China be established.
