摘要
改革开放以来,农民工问题成了社会各界关注和研究的热点之一。将农民工纳入社会保障立法体系已迫在眉睫,但目前关于农民工社会保障法制建设还比较薄弱。农民工社会保障立法的基础是养老保险制度,重点是医疗保险制度,关键是工伤保险制度,保障是社会救助制度,最终归宿是解决第二代农民工的市民待遇问题。
