摘要 提出了基于广域测量系统(wide area measurement system,WAMS)的暂态不稳定性预测与紧急控制系统的实现框架结构、控制主/子站的软件流程和基本功能,给出了WAMS用于构建全局协调的电力系统暂态紧急控制系统时应具备的基本条件。为克服以往分散式控制难以适应运行方式变化的缺陷,设计了基于轨迹几何特征判据的控制主站与控制子站互相协调的紧急控制措施启动方案。IEEE-145节点测试系统仿真结果初步验证了该方案能够有效地启动紧急控制,阻止系统失稳,其实现了快速性和可靠性的良好折衷。 The general structure,software flowchart and element function of transient instability prediction and emergency control system based on wide area measurement system is proposed, and the condition that WAMS should satisfy for constructing global cooperation power system transient emergency control system is analyzed. In order to avoid the limitation that the distributed emergency control device is too difficult to accommodate the operation mode change, a trajectory geometrical characteristic based start-up scheme with cooperation between control center-station and sub-station for emergency control is proposed. Numerical simulations on IEEE-145 bus test system show that the proposed start-up scheme is reliability, and it realizes a good tradeoff between rapidness and reliability.
