摘要 由于采购量大,费用高,管理环节多,过程复杂,石油长输管道总包工程物资采购蕴藏着重大风险。这些风险既涉及外部条件,也涉及内部管理。做好采购风险管理,防范物资采购风险,既有利于承包商按合同履行项目,确保项目质量、工期和成本目标的实现,也是承包商获得利益的重要前提。采用资料查阅和专家访谈方法,识别石油管道总包工程采购风险因素,对主要风险因素进行了详尽的分析,提出了采购风险管理的重要防范措施,有利于降低石油管道工程承包商的采购风险。 The procurement in the EPC contract for long-distance oil pipeline contains significant risks due to its large quantity,high cost,a number of management links and complicated processes. These risks relate to not only external conditions but also internal management. To control procurement risks through good risk management practices is not only beneficial for the contractor to carry out projects according to relative contracts,but also an important precondition for the contractor to profit. Identified are various risk factors in the procurement through the methodology of references and expert interview,analyzed are these risk factors in detail and important control measures for procurement risk management are put forward,which are beneficial to reduce procurement risks.
