摘要
水资源短缺和水污染是当前水资源利用存在的两大主要问题。传统的水价是按生产成本核定的,没有考虑水资源本身价值和水环境价值。依据水资源的循环性和有限性的特点,完善水价的完全成本核定,健全成本定价方法研究水价定价的模型,以保证我国水资源可持续利用。
Water resources shortage and water pollution are two main problems in regard to water resources employment. Traditional water price is authorized according to producing cost, ignoring value of water resources and water environment. Considering water resources＇ characters of recycling and finity, complete cost authorization is put forward in this paper, and water pricing model is studied accordingly.
