摘要
科学合理的水价制度有助于促进水资源的可持续利用。农户作为农业灌溉用水的主体,在制定与实施水价政策的过程中必须考虑他们对水价的态度和承受能力。文中以黑河流域张掖市甘州区、临泽县和高台县为例,设计问卷实地调查获取数据,利用条件估值法(CVM)评估了农户对农业灌溉用水水价的支付意愿,通过列联表方法分析了支付意愿的影响因素。结果表明:1)农户的水价平均支付意愿为75.37元·亩-1;2)影响因素分析中,支付意愿与总播种面积、玉米播种面积、灌溉用水类型、家庭总收入、家庭主要劳动力年龄、个体风险认知和所在区域7个因素显著相关(Approx.Sig<0.05);与灌溉方式存在较明显的相关关系(Approx.Sig<0.1)。研究结果证明,运用CVM评价农户对农业水价的承受能力具有一定实践意义,可为水价改革制度的制定和实施提供借鉴。
Scientific and reasonable water price system is conductive to the sustainable use of water resources.As the main users of agricultural irrigation water,farmer's attitudes to water price and bearing capacity of water price should be considered in the formulation and implementation of water pricing policy process. In this article,we chose Ganzhou,Linze and Gaotai three districts of Zhangye City in Heihe River Basin as a research object,designed questionnaires and conducted a field survey to get data. The famers' willingness to pay( WTP) for agricultural irrigation water was assessed by contingent valuation method( CVM),and we used crosstab to analyze the factors affecting the WTP. The results showed that:( 1) The average willingness to pay for water was 75. 37Yuan;( 2) In the impact factor analysis,WTP had a significant corresponding with factors of the total sown area,corn planted area,types of irrigation water,total family income,ages of household main labor force,individual risk perception and regions( Approx. Sig 0. 05),and had a relatively corresponding with irrigation methods( Approx. Sig 0. 1). The results validated the application of CVM in valuation of farmers' bearing capacity,and it can provide a reference for the development and implementation of water pricing reform.
