摘要
黑龙江省自全面实行新型农村合作医疗以来,一直存在着基金筹资水平低、补偿机制有缺陷、管理机构不健全、农村基层卫生服务能力薄弱等问题。完善黑龙江省新型农村合作医疗制度,提升全省新型合作医疗水平,应建立多元筹资渠道,完善补偿方案和管理体制,全面提高医疗技术和服务水平,从而使黑龙江省新型农村合作医疗更上一个台阶,更好的促进黑龙江省和谐社会建设,促进社会经济更好更快发展。
Since implementation of new rural cooperative medical system in Heilongjiang Province, several problems appeared： low fund-raising level, inferior compensation mechanism, incomplete management branch, and weak service ability of rural basic health institutions. To improve new rural cooperative medical system and standard of Heilongjiang Province, we should establish multiple financing channels, improve compensation plan and management system, increase the levels of medical technology and service comprehensively, and promote construction of harmonious society and rapid development of social economy.
