摘要
农民医疗保障制度是社会保障制度的重要组成部分,世界上许多国家对农民医疗保障进行了积极探索,形成了缴费制与非缴费制两大实践模式。我国的农民医疗保障制度也走过了艰辛曲折的探索之路。为了建立覆盖城乡居民的社会保障体系,必须确立农民医疗保障制度改革基本目标与具体实施路径。
The rural health care system is an important part of the social security system. The rural health care has been actively explored in many countries, and two practical models have been formed. Payment system and non-contributory system of China＇s rural medical insurance system has also gone through the difficult and tortuous path of exploration. In order to establish a social security system of covering urban and rural residents, we must establish the basic objectives and specific implementating ways of medical insurance system reform.
