摘要
科学技术日新月异的发展，给反映科技新观点、新成果的科技期刊（学报）带来了丰富的稿源，同时也引起了稿件积压，论文发表时滞过长的新问题。为保证科技论文的时效性，调整、控制论文发表时滞，从而更好地为教学、科研服务。
With rapid development of science and technology,contributions for journals of science and technology become aboundant which reflect new ideas and new achievements of seience and technology.Yet,this also brings about some new problems,such as:backlag manuscripts,publishing time-lag,ect.So it is critical to ensure the effectiveness of seientific and technical treatises,in order to proviole better service for teaching and scientific researth.
