摘要
针对现行开发强度控制面临的困境,提出在宏观层面,可从城市供给和需求角度出发,结合总体规划中确定的人口及用地规模,进行建筑总量预测;在中观层面,根据宏观层面确定的开发强度,结合分区规划,对影响开发强度的区位、交通、环境、美学等因素进行分析,形成片区级空间单元综合评价值;在微观层面,以控制性详细规划为主,调整控制因素。
This paper proposes solutions for controlling development intensity at three different scales. At the macro level, demand and supply analyses and master plan information about land use and population should be used to provide a prediction about the general amount of required building space. At an intermediate scale, each land unit should be evaluated based on its unique location, transportation, and environment characteristics. Regulatory plans should play a major role in controlling development intensity at the micro level.
