摘要
农用地是我国农民实现就业和养老保障的一种基础性生产资料。在房地产开发中,农用地被政府通过征收手段实现所有权流转后,正确定性、定量分析农用地的产权价值性质及价值量,是正确制定农用地征收补偿标准的前提。着重从农用地产权价值的角度出发,分析农用地土地发展权的价值量,得出对土地发展权价值的分配是农村土地征收补偿与出让价之间产生巨大溢价原因的结论。通过对土地征收成本的分析提出了土地发展权价值的分配建议。
Agricultural land in China is a basic means of production as an employment and pension security.After the change of ownership and land acquisition by government,correct qualitative and quantitative analysis of the land property rights value is the premise condition of formulating the agricultural land acquisition compensation standard correctly.This article mainly analyzes the development right of agricultural land from the aspect of property rights value distribution,and gets the reason of the margin of the price and the compensation for land acquisition in China.Then it makes suggestions for the land property rights value distribution by analyzing the land acquisition cost.
