摘要
高等学校实行党委领导下的校长负责制为学校层面的领导体制和运行机制提供了法律依据。但是,作为高校基石的二级学院应建立一个什么样的运行机制尚无明确规定。学院的领导体制问题成为当前普通高校推行二级管理的核心内容之一。分析当前高校二级学院的领导体制,并从理论和现实的角度提出推行"党政共同负责制"的组织制度、会议制度和工作机制,对推进高校基层民主建设和内部管理具有重要意义。
Universities implement the president＇s responsibility system under the leadership of party committee, which provides a legal basis for a university＇s leadership structure and operating mechanism. However, as the cornerstone of universities, colleges are not clear about what kind of operating mechanism they should establish. The colleges＇ leadership is an institutional and core issue for the implementation of college＇s management. The paper has made an analysis on the current college＇s leadership structure and put forward the organizational system of the ＂co-responsibility of party and executives＂, conference system and working mechanism from the angles of theories and practical implementation, which are of great significance to the promotion of universities＇ grassroots democracy and internal management.
